Strategic Public Information Officer: Strategy, Tactics, and Modern Practice

This course is designed to strengthen the skills and judgment of public information officers at every stage of their career, from newly assigned PIOs to seasoned communications leaders. Participants will gain a practical understanding of both strategic and tactical public information operations, grounded in real-world experience and current best practices.

The course moves beyond basic media relations to focus on how PIOs think, plan, and operate in complex environments. Students will learn how to align communication strategy with operational objectives, leadership intent, and public trust responsibilities. Instruction covers how to assess incidents, anticipate information demands, and make sound decisions under pressure, including during fast-moving crises and high-profile events.

Through case studies drawn from major incidents and daily public safety operations, participants will examine what worked, what failed, and why. These case studies are used to connect theory to practice, helping students understand how strategic decisions influence tactical outcomes, media coverage, and public perception.

The course also addresses modern tools and evolving challenges facing today’s PIOs. Topics include managing digital and social media, coordinating joint information systems, countering misinformation, working alongside investigators and command staff, and adapting to a 24-hour news cycle. Emphasis is placed on practical techniques that can be immediately applied in the field.

By the end of the course, participants will have a stronger framework for strategic thinking, improved tactical execution skills, and a clearer understanding of the PIO’s role as a trusted advisor, communicator, and lead
